Some children need extra guidance when it comes to following routines, expressing their needs, or handling big feelings. Others might struggle with focus or social interaction. At ESL Philippines, our Early Intervention Class uses the principles of Applied Behavior Analysis (ABA) to support these young learners in a way that is gentle, consistent, and effective.

ABA is a proven approach that helps children learn by breaking down skills into small, clear steps and building positive habits through encouragement and reinforcement.

What Is ABA and How Does It Work?

Applied Behavior Analysis (ABA) is a method based on the science of learning and behavior. It helps us understand how a child’s actions are shaped by what happens before and after a behavior. ABA uses this understanding to teach meaningful skills that help children grow more independent and successful in daily life.

Using ABA, we can help children:

Communicate more clearly

Follow directions and routines

Focus and participate in activities

Learn to play and interact with others

Reduce problem behaviors by replacing them with better choices

One of the most important parts of ABA is positive reinforcement. When a child shows helpful behavior, they receive something meaningful in return, like praise, a small reward, or access to a favorite toy or activity. This helps the child learn that positive behavior brings positive outcomes.

Another key part is understanding the ABC model:

Antecedent – what happens before a behavior

Behavior – the child’s action or response

Consequence – what happens right after the behavior

By looking closely at these three parts, teachers and therapists can guide children toward better ways of responding and learning.

What Happens in ESL’s ABA-Informed Class?

At ESL Philippines, our ABA-based early intervention class provides structured, individualized support in a classroom setting. It is designed for young learners who need help adjusting to school routines or building early developmental skills.

Here’s what families can expect:

A developmentally appropriate assessment to understand the child’s current skills and needs

An Individualized Curriculum Plan (ICP) based on the child’s goals and learning style

Daily sessions with trained Educational Interventionists using ABA strategies

Clear and consistent routines that help the child feel secure and ready to learn

Lots of practice and praise to build confidence and progress

Regular updates for families including progress reports and meetings with the Inclusion Coordinator

Children work on real-life skills such as waiting for a turn, asking for help, or transitioning from one activity to another. Each child learns at their own pace, and lessons are adjusted based on how they respond.

What Makes ABA at ESL Unique?

Not one-size-fits-all:
Every child’s plan is customized. Teaching strategies match the child’s learning pace, needs, and strengths.

Educational, not clinical:
Our ABA-based support happens in a classroom, not a clinic. It is ideal for preparing children for real classroom routines.

Guided by trained professionals:
Classes are led by Educational Interventionists and monitored by SPED professionals and Inclusion Coordinators who are trained in ABA principles.

Parents are included:
We work closely with families. We share strategies that parents can use at home and welcome their input in planning.

Progress is closely monitored:
Teachers track behavior and learning using data. This helps us adjust goals and celebrate every small win.

Aligned with Philippine law:
Our program follows the goals of RA 11650, the ECCD Act, and the Data Privacy Act, promoting inclusive, respectful, and child-centered education.

In its 11th year of reimagining learning for Filipino children, ESL Philippines took a bold step beyond the archipelago—joining the Asia-Pacific Regional Network for Early Childhood (ARNEC) 2025 Conference, an international platform that unites educators, advocates, and policymakers under the banner of “Working together for Early Childhood.”

Representing the Philippines among early childhood champions from across the region, ESL Philippines showcased not only its programs, but its unwavering belief: every child—regardless of ability, background, or circumstance—deserves a seat at the learning table.
A Voice for Inclusion on an International Stage

A Voice for Inclusion on an International Stage

The ARNEC Conference is more than an event—it’s a gathering of visionaries. Here, research meets real-life application, and best practices transcend borders. This year’s discussions centered on equitable access, culturally responsive teaching, and sustainable early childhood systems—values deeply embedded in ESL’s DNA.

Standing shoulder to shoulder with leaders from over 40 countries, ESL Philippines highlighted its advocacy for inclusion, drawing from over a decade of work with neurodiverse learners, children from underserved communities, and families seeking education that meets the learner where they are.

In breakout sessions and networking circles, the ESL delegation shared how small but purposeful innovations—like dyslexia-sensitive reading systems, adaptive preschool environments, and parent-inclusive programs—can shift the learning trajectory of a child for life.

Rooted Locally, Speaking Globally

What began in 2013 as a modest learning space in Baliwag, Bulacan has grown into a recognized leader in learner-centered, research-informed education. Over the years, ESL has championed programs that others said were “too progressive” or “too specialized” for mainstream acceptance—only to see these very approaches change lives.

From Brainy Babies to ProRead, Little Champs to Savvy Speakers, ESL has quietly built a portfolio of programs that bridge the gap between traditional schooling and the needs of today’s learners. And through its advocacy arm, Grateful Goodwill, it has extended these opportunities beyond its own classrooms—training teachers, providing scholarships, and piloting literacy interventions in public schools.

ARNEC 2025 became the perfect stage to share these homegrown breakthroughs, proving that grassroots solutions from the Philippines can inspire strategies in classrooms thousands of miles away.

When “Inclusive” is Not Just a Word

For ESL Philippines, inclusion is not a buzzword—it is the framework for every decision, every program, every training module. At ARNEC, this philosophy resonated with fellow educators who, like ESL, are challenging the status quo:

Designing early childhood classrooms where neurodiverse learners thrive alongside their peers.

Equipping teachers with the tools and mindsets to adapt to diverse learning needs.

Engaging parents as partners in their children’s developmental journey.

Blending play, science, and cultural relevance in early education.

These conversations went beyond the technical—they were deeply human. They affirmed what ESL has always believed: children learn best when they feel seen, valued, and understood.

The Power of Collaboration

One of the conference’s strongest messages was that no single institution can transform early childhood education alone. Progress requires partnership—between educators, governments, communities, and even across national borders.

Through ARNEC, ESL Philippines connected with organizations exploring collaborative projects in teacher training, inclusive curriculum development, and cross-country research. Each handshake and conversation held the possibility of ripples—ripples that could reach learners in far-flung provinces of the Philippines, and perhaps even in other parts of Asia-Pacific.

Carrying the Mission Forward

For ESL’s Founding Directress, Ms. Paola Eunice Camacho, ARNEC 2025 was both a professional milestone and a personal affirmation.

“It’s humbling to stand among people who have devoted their lives to children—and to realize that our small victories in Bulacan are part of a much larger movement. It reminds me that the mission we carry at ESL is not just for our own community, but for a global vision of education where no learner is left behind.”

That vision is now richer with the insights, strategies, and partnerships forged at ARNEC.

Built to Serve, Now Built to Share

As ESL Philippines returns from the ARNEC stage, its commitment to inclusive, transformative education remains stronger than ever. The experience reinforced that the work being done in its centers—from the laughter-filled playrooms of Brainy Babies to the determined reading ladders of ProRead—is part of something bigger.

The message is clear: when we work together for early childhood, we are building not just students, but stronger, kinder, more inclusive communities.

We Teach. We Transform. We Continue.

Because every child matters—and every voice for inclusion makes the world a little brighter.

In a world reshaped by distance and digital screens, education has had to find new ways to reach every learner, no matter where they are. Online learning, once seen as a temporary solution, has now become a permanent fixture of modern education. And yet, despite its convenience and accessibility, it’s no secret that virtual classrooms pose their own unique set of challenges—from lack of engagement and limited interaction to screen fatigue and reduced connection with teachers and peers.

But what if online learning could be more than just a video call?

What if it could be personal, interactive, and globally enriching?

At ESL Philippines, we’ve spent years shaping and strengthening our virtual learning experiences through ESL Global Academy—our platform that brings the ESL brand of education to homes and classrooms around the world. With thoughtfully crafted programs and dynamic teaching strategies, we don’t just aim to teach English online. We aim to bring back genuine connection into virtual classrooms, and offer real-world learning that transcends borders, backgrounds, and bandwidths.

The Power of Going Global: ESL’s First Virtual Class with Taiwanese Learners

Last February 2025, that vision took a powerful leap forward. ESL Global Academy proudly held its first international virtual class with the students of Taiping Junior High School in Taichung City, Taiwan—marking an exciting milestone in our journey toward global outreach.

The session featured ESL’s flagship Savvy Speakers Program, a personality development workshop designed to strengthen communication skills while building self-confidence. Led by expert ESL instructors, the class immersed young Taiwanese students in engaging learning activities, guided speaking drills, and interactive challenges—all delivered in real time and with the warm, energetic style ESL is known for.

The result? A vibrant learning experience that broke down not just language barriers, but cultural ones too.

Beyond the Screen: Turning Clicks Into Connections

What made this virtual class so impactful wasn’t just the use of technology—it was the human connection that came with it. From warm Filipino greetings and confidence-boosting activities to shared laughter and “aha!” moments, the class proved that virtual learning can still be deeply personal, memorable, and meaningful.

For the students in Taiwan, the experience introduced them to a different kind of English class—one that values authentic communication over memorized grammar, interaction over isolation, and personality development alongside language proficiency.

For the ESL team, it was a proud moment that affirmed our belief: that online learning doesn’t have to feel distant. With the right approach, it can bring people closer—regardless of geography, culture, or time zone.

Global Reach, Filipino Heart: The ESL Brand of Excellence

Our programs are built not just to teach English, but to empower learners with the confidence to speak up, the curiosity to ask questions, and the courage to lead conversations—whether in their hometowns or across the globe.

As we celebrate this collaboration with Taiping Junior High School, we also open our digital doors wider to welcome more students from different countries who are ready to explore a better way of learning online.

Some children need more time to join group activities. Others may find it hard to follow classroom routines or express what they feel. These are common differences in the early years of learning. Sometimes, a child just needs extra support to feel ready.

The signs are not always big. A child may stay quiet, hesitate to join, or need more help than others. These small things matter.

This is where Little Champs comes in.

The Little Champs Program is ESL Philippines’ early support program for young children who need extra help in areas like communication, behavior, or classroom readiness. It follows the RA 11650 and the ECCD Act, which support inclusive education for every learner in the Philippines.

This program is not therapy or a medical service. It provides classroom-based support in a safe and caring environment. Little Champs helps children build the skills they need to join group classes with confidence.

Why Early Support Matters?

Studies show that when children receive support early, their learning, behavior, and social skills improve over time. The early years are a critical period for brain development. Without timely support, small delays can grow into larger challenges, especially as school demands increase.

According to the National Joint Committee on Learning Disabilities (2021), early identification followed by high-quality early intervention programs improves learning and behavior and increases a child’s ability to succeed in school. These programs often include educational support, speech and language therapy, physical activities, and family guidance based on the child’s unique needs.

Global experts and the United Nations, through the Convention on the Rights of the Child and the Convention on the Rights of Persons with Disabilities (CRPD), emphasize that early intervention is a right. They call on governments and communities to provide services as early as possible to help children reach their full potential and stay with their families.

Early intervention not only supports the child. It also strengthens the skills of parents and teachers, helping everyone work together toward a child’s growth. Supporting children early builds a strong foundation for learning, boosts their confidence, and promotes inclusion in everyday life. For these reasons, early identification is not just helpful. It is essential.

In the absence of early educational support, these children face greater challenges as they move through formal schooling. By focusing on functional needs over formal diagnoses, Little Champs ensures that no child is left behind due to delayed recognition of support needs.

What Makes Little Champs Different?

Little Champs is a structured and caring early support system for young children who need help with behavior, communication, or classroom readiness. It is designed to notice early signs of delay and respond with practical, child-friendly support.

The program is led by trained Educational Interventionists, with close guidance from SPED professionals and ABA-informed Inclusion Coordinators. This team works together to give each child the support they need to feel safe, included, and ready to learn.

Every child begins with a Developmental Screening. This helps identify areas that may need support, such as speech, attention, or social skills. If needed, the child moves on to an Assessment for Early Intervention (AEI) to better understand how they learn and what support strategies will help. Based on this, an Individualized Curriculum Plan (ICP) is created. This plan includes clear learning goals, daily teaching strategies, and specific supports matched to the child’s needs.

Progress is closely tracked after each session. Parents are updated regularly and receive a formal Progress Summary every four to six weeks. When the child is ready, a Transition Summary is prepared. The child is then guided into a group class, along with added support like shadow teaching, flexible scheduling, or classroom accommodations.

What sets it apart:

Focuses on needs, not labels.

Open to all children, with or without diagnosis.

Parents and therapists are part of the process.

Follows Philippine laws on inclusive education.

Believing in Every Child’s Beginning

At ESL Philippines, we know that the early years shape a child’s future.

Little Champs is not just a program. It is a commitment to support and guide children at the start of their learning journey.

We celebrate every small step and help each child move forward with confidence and care.

ESL Philippines Directress Paola Camacho Receives Dangal ng Baliwag Award for Education.

Because when passion meets purpose, the whole city takes notice.

On its 11th year of transformative education, ESL Philippines celebrates not only the breakthroughs it has delivered to thousands of learners—but the woman whose vision built it from the ground up. On May 2025, ESL’s Founding Directress, Ms. Paola Eunice V. Camacho, received the Dangal ng Baliwag Award for Education—a prestigious recognition from the City Government of Baliwag that honors exemplary individuals whose work uplifts the community and inspires generations.

Chosen from a select group of nominees, Ms. Camacho was honored under the Education category, one of the most meaningful pillars of this annual citywide recognition program. Dangal ng Baliwag celebrates excellence in public service, entrepreneurship, community impact, and leadership across various fields—placing this award among the highest honors a Baliwagenyo can receive.

A Story of Faith, Perseverance, and Purpose

In a heartfelt Facebook post, Ms. Camacho reflected on the deeply personal journey behind this milestone:

“Who would’ve thought that just last December, after 10 years of pouring into ESL Philippines, I quietly wondered if it was time to close the curtain… But in His faithfulness, the Lord sustained us and reminded us that the mission must continue—for more children, for inclusion, and for the dreams of those who never stopped believing in what we started.”

“I offer this to the Lord, my shield and my glory. To Bernice, my why and constant inspiration. To my dad Teody and our family, my foundation and source of strength. And to my ESL team—thank you for serving with me, standing beside me, and carrying the mission even when it felt heavy.”

Her message resonated with many—not just as an award acceptance, but as a testimony to resilience, faith, and leadership rooted in service.

The Dangal ng Baliwag award is not just a celebration of Ms. Camacho’s personal grit—it is also a resounding recognition of the impact of ESL Philippines, the inclusive, progressive learning center she founded in 2013.

What began as a modest tutorial center has grown into an educational powerhouse, offering some of the most innovative, science-backed, and learner-centered programs available in the country today.

Here’s a look at ESL’s core programs:

Brainy Babies, Smart Kids Junior, Smart Kids Senior – Early language, social, and cognitive development for toddlers.

Little Champs – ESL’s early intervention program designed to support children with developmental delays and learning differences through adaptive, inclusive approaches.

ProRead – The country’s first and only progressive reading system, exclusively designed by ESL.

Savvy Speakers – An English proficiency program recognized by The Cosmos Journal, focusing on fluency and confidence.

Personality Development Workshop – Builds emotional intelligence and stage presence for preteens and teens.

Math Wizard – A math mastery program that promotes problem-solving through smart strategies.

Top Students – Academic mentorship designed to groom consistent achievers.

ESL Global Academy – ESL’s official online platform, offering virtual classes to Filipino learners worldwide.

And these are just the regulars. Annual summer camps, performing arts workshops, and other limited-time programs bring seasonal magic to thousands of learners each year.

Under Ms. Camacho’s leadership, each program has been crafted to fill the critical gaps left by traditional education systems—offering targeted solutions, inclusion-first designs, and research-based instruction to learners who need it most.

Innovation and Inclusion: Her Legacy in the Making

The Dangal ng Baliwag award does not only recognize academic expertise—it celebrates impact. And in the education sector, impact means making learning breakthroughs possible where others fall short.

At ESL, this takes shape in many ways:

Creating dyslexia-sensitive programs that help struggling readers thrive.

Offering neurodiversity-informed strategies for children with developmental needs.

Running community-based projects through Grateful Goodwill, ESL’s advocacy arm that provides reading scholarships and support to public school children.

Equipping teachers through ongoing training, research, and global exposure.

Ms. Camacho has consistently pushed boundaries not for recognition, but because every child matters. Her fight for equity in education, her commitment to early intervention, and her pursuit of innovation continue to make ESL Philippines a standard-bearer for what modern education can and should be.

In 2016, a wide-eyed and spirited toddler named Vayil Caisius V. Querol stepped into the world of learning through ESL Philippines’ Brainy Babies Program. At just three years old, his natural charm, curiosity, and expressive personality were already shining through—traits that would later define his confidence onstage.

That early spark revealed itself during an unforgettable Rock & Roll-themed Christmas Party at ESL. Microphone in hand, toddler Vayil owned the stage, lighting up the room with joy, rhythm, and a radiant smile. He wasn’t just having fun—he was showing early signs of something bigger. It was a moment that felt like a quiet foreshadowing of a much larger spotlight to come.

Today, that spotlight shines brighter than ever.

Fast forward to 2025, Vayil has landed a lead role in a musical production at the Henry Lee Irwin Theater of Ateneo de Manila University—one of the country’s most renowned stages. With confident acting, pitch-perfect singing, natural charisma, and even dance moves that surprised his family, he captivated the audience and made the entire ESL community proud.

“Bravo Vayil! Last night was a revelation!” a proud aunt posted online.
“Your acting was natural; perfect diction, right pitch—and I didn’t even know you could dance! I think I was the proudest Tita in the room.”

To witness this young performer, rise so confidently is a moment of pride for his family, yes—but also for ESL Philippines, who helped nurture his earliest learning experiences.

Because at ESL, we know that a child’s potential is never too early to notice—and never too soon to shape.

The Power of Preparation: ESL’s Toddler Track

At ESL Philippines, we believe in planting seeds of confidence early. For over a decade, our progressive, sensory-rich, and inclusive toddler programs have shaped students into joyful learners, independent thinkers, and strong communicators.

Our goal? To prepare them not just for big school—but for bigger stages in life.

Here’s a look at our toddler learning track:

Brainy Babies (1.8 to 3 years old) – Building curiosity, play, and early communication.

Smart Kids Junior (3 to 4 years old) – Nurturing independence, interaction, and expression.

Smart Kids Senior (4 to 5 years old) – Blending academic readiness with real-world life skills.

Little Champs – Our early intervention program tailored to support developmental needs.

Using Montessori-inspired methods, Singapore Math, multisensory strategies, brain-based learning, and ABA-informed practices, ESL delivers a full-English, whole-child approach that equips children with essential cognitive, emotional, and social skills from the start.

“We don’t just teach toddlers to read or count. We help them find their voice, express their ideas, and develop confidence that stays with them for life,” shares an ESL Early Childhood Specialist.

Families exploring our toddler track can access:

✔️ Free Pre-Enrollment Screening for new toddler students.

✔️ Holistic Behavior Review for families considering the Little Champs early intervention program.

Why Early Education—and the Right Provider—Matters

Early childhood education lays the foundation for everything that follows. Research shows that the first five years of life are the most critical for brain development, emotional growth, and learning capacity.

But more than early learning—it’s about choosing the right learning environment: one that sees your child, nurtures their uniqueness, and fixes what others might overlook.

At ESL Philippines, we see the child first—before the skills, before the labels, before the benchmarks. And that’s why our learners don’t just enter school ready. They enter life equipped.

In a time when reading proficiency among Filipino students is at a critical low, meaningful partnerships between private organizations and the public education sector have never been more essential. This year, one such collaboration proved to be not only impactful but life-changing for many young learners.

ESL Philippines, through its advocacy arm Grateful Goodwill, partnered with the Department of Education SPED Center – Baliwag to launch the ProRead Campaign at Baliwag North Central School, a public elementary school in Bulacan. Through this joint effort, ten students from Grades 1 to 6 were granted full scholarships to undergo ESL’s intensive, specialist-led ProRead Program—a progressive reading intervention designed to help struggling readers thrive.

The Literacy Crisis: A Wake-Up Call for the Nation

According to the 2022 World Bank Philippines Learning Poverty Brief, more than 9 in 10 Filipino children aged 10 struggle to read and understand age-appropriate texts. The Philippines ranked among the lowest in global reading proficiency assessments such as PISA (Programme for International Student Assessment), with 81% of Filipino 15-year-olds unable to identify the main idea of a text.

Even more alarming is the lack of early detection for learning difficulties, such as dyslexia, which is believed to affect at least 10–15% of school-age children globally, with many cases in the Philippines going undiagnosed. Dyslexia is not a sign of low intelligence—children with dyslexia are often bright and creative—but without early intervention, they fall further behind each year, often labeled as lazy or inattentive, when in truth, they simply learn differently.

“In the Philippines, there is a significant gap in both awareness and resources for children with reading difficulties. Many schools, especially public ones, lack trained personnel and diagnostic tools to provide the support these students need,” shares an ESL reading specialist.

This is where ProRead becomes a game-changer.

The Power of ProRead: A Program That Delivers

ProRead is ESL Philippines’ flagship progressive reading program, carefully designed to address the needs of struggling readers, including those at risk for dyslexia and other learning difficulties. Built on seven key reading components, the program delivers structured, evidence-based instruction that supports every stage of a child’s reading development.

These components include:

Phonological Awareness – building early sound recognition skills.

Systematic Phonics Instruction – connecting letters and sounds to decode words.

Explicit Instruction – direct, guided teaching with modeling and practice.

Multisensory Instruction – using visual, auditory, and kinesthetic methods.

Fluency Instruction – improving reading speed, accuracy, and expression.

Comprehension Instruction – developing understanding and meaning-making.

Vocabulary Instruction – expanding word knowledge for deeper comprehension.

What sets ProRead apart is its science-based, child-focused approach led by trained reading specialists. In just 10 sessions, students can make significant gains, with pre- and post-assessments used to track progress and inform instruction.

What Makes ProRead Unique?

Conducted by specialists trained in reading disabilities.

Adaptable for both in-school and after-school settings.

Can be integrated without disrupting school curriculum.

Provides evidence-based tools and progress data to schools and parents.

Builds reading confidence and self-esteem among struggling learners.

At Baliwag North Central School, the program was implemented within the campus, ensuring accessibility and continuous support for the scholars—all made possible through ESL Philippines’ partnership with DepEd SPED Center – Baliwag.

A Partnership Built on Impact

The success of this campaign was not solely due to the program’s design, but the shared vision and hands-on support from the DepEd SPED Center – Baliwag, which helped facilitate the selection of scholars and endorsed the integration of the ProRead Program within the school schedule.

“This partnership gave our students a fighting chance. It gave them hope,” shared one of the supervising teachers from the SPED Center.

The students selected showed significant progress by the end of the 10-day program. Many were able to decode unfamiliar words with greater ease and read full sentences independently. More importantly, the students began to show a renewed interest in reading and greater participation in class.

The partnership also allowed educators from the SPED Center to observe ESL’s teaching methodology, opening up possibilities for future capacity-building trainings and the long-term sustainability of reading support in the public sector.

Grateful Goodwill: Education That Goes Beyond the Classroom

This partnership falls under Grateful Goodwill, the official community service and advocacy arm of ESL Philippines. Through this project, ESL is committed to reaching learners from marginalized or under-resourced communities by extending free services, resources, and educational support.

What makes this initiative even more sustainable is ESL’s “Enroll One, Help One” model—a percentage of every ProRead enrollment goes toward funding future ProRead scholars from public schools.

“Every child deserves the opportunity to read and succeed. We believe the private sector has a duty to step up and support our public schools. It’s not charity—it’s nation-building,” emphasized ESL’s Executive Director.

The Call for Collaboration: Join the Movement

The success of the ProRead Campaign at Baliwag North Central School sends a clear message: transformational change is possible when schools and organizations work together.

ESL Philippines is now actively inviting more public and private schools to partner under the ProRead Campaign. With flexible implementation models, reading specialists, and structured support materials, schools can offer life-changing literacy programs to their students without needing additional teachers or training.

Here’s what your school can gain through the partnership:

Free reading screening for early detection.

Dyslexia-sensitive instruction by trained professionals.

Progress tracking data for parents and school records.

Improved reading outcomes in just a few weeks.

With the ProRead Campaign and the unwavering spirit of Grateful Goodwill, ESL Philippines continues to fulfill its mission of transforming lives through targeted, meaningful education. The partnership with DepEd SPED Center – Baliwag is proof that breakthrough learning is possible—when the right support meets the right need.

In every Filipino home, a parent dreams of giving their child the best possible future—a future filled with hope, learning, and opportunity. But for many families raising children with disabilities, that dream often feels out of reach. Too many parents face a painful reality: a lack of access to quality education, limited support from schools, and a system that still struggles to fully embrace inclusivity.

BIG STEPS SCHOOL

In a groundbreaking move to elevate inclusive community among Filipinos, the Philippines enacted RA 11650, also known as the Inclusive Education Act of 2022. This law redefines access, equity, and quality in basic education—ensuring no child is left behind. Signed into law in March 2022, it aims to transform the educational landscape by ensuring that every learner with a disability (LWD) has the right to study, grow, and thrive alongside their peers in a supportive, inclusive environment. More than just a policy, this law recognizes what every Filipino parent already knows in their heart: that every child—regardless of their ability—deserves a chance to learn.

By setting up Inclusive Learning Resource Centers (ILRCs) across the country, the law helps learners with disabilities. This change is transforming the Philippine Education System.

*The Inclusive Education Act promotes equitable access to quality education.
*RA11650 establishes Inclusive Learning Resource Centers nationwide.
*The law supports learners with disabilities in the Philippines.
*It transforms the Philippine education system to be more inclusive.
*Learners with disabilities will have improved access to educational resources.

Understanding the RA11650 Inclusive Education Act Law Philippine Inclusive Education

The RA11650 Inclusive Education Act is all about fairness and inclusion in schools. The Philippines has always wanted to help kids with disabilities learn. This law is the result of many efforts to make schools better for everyone.
The Senate says this law will make our education match the best from around the world. It’s a big deal for our country. Here’s what makes RA 11650 a revolutionary step forward:

*Inclusive Learning Resource Centers (ILRCs): These are set to be established in all school divisions and strategically selected school districts. ILRCs will serve as hubs for resources, training, and specialized services to support LWDs.

ILRCs are made to be easy to use. They help learners with disabilities get the help they need. Teachers, doctors, and local governments work together to run these centers. They offer therapy, assessments, and educational resources. These services help learners with disabilities succeed in school.

Inclusive Learning Resource Centers in Angeles Pampanga

Support Services for Learners with Disabilities

RA11650 stresses the need for support services for learners with disabilities. These services help learners overcome challenges and reach their goals.
The law requires many support services. These include assistive technology, sign language interpretation, and braille materials. These services help make schools more inclusive.

Support Service

Description

Assistive Technology

Tools and devices that helps learners with disabilities access educational materials and participate in learning activities

Sign Language Interpretation

Interpreters who facilitate communication between learners who are deaf or hard of hearing and their educators.

Braille Materials

Educational materials translated into braille for learners who are blind or have low vision.

Individualized Education Plans (IEPs): These ensure that the unique needs of every child with a disability are met through personalized goals, strategies, and learning outcomes.
Individualized Education Plans (IEPs) are key in RA11650. They ensure learners with disabilities get the right educational support. IEPs are made with teachers, parents, and doctors to meet each learner’s needs.
To make RA11650 work, we need a solid plan. This plan should cover who does what, when, and how we’ll use our resources. The Department of Education (DepEd) is key in making RA11650 happen. They will set up Inclusive Learning Resource Centers (ILRCs) and create Individualized Education Plans (IEPs) for students with special needs. DepEd will also train teachers and school leaders on how to teach inclusively.
Local Government Units (LGUs) are important too. They will help DepEd by providing resources and support. LGUs know their communities well. They can help make RA11650 fit the local needs better.RA11650 will be rolled out in stages. The first step is to set up ILRCs and start making IEPs. Later, we’ll grow our inclusive education services and keep training teachers.

Despite existing policies, many Filipino learners with disabilities still face exclusion. According to UNICEF Philippines, thousands of children with disabilities are either not in school or are not receiving adequate support when enrolled. Stigma, lack of trained teachers, inaccessible school environments, and financial challenges remain barriers.
Inclusive education doesn’t just benefit LWDs—it fosters empathy, diversity, and understanding in the entire school community. It prepares all students for real-world interactions, where inclusion should be the norm, not the exception.

Stakeholder Engagement and Responsibilities

The success of RA11650 depends on the active participation of many groups. This includes parents, educators, school leaders, and the community. Each group plays a key role in making education inclusive and supporting students with disabilities.
Parental Involvement: Parents and guardians are encouraged to participate in the education planning and decision-making process of their children.

Addressing Implementation Challenges

During the first session, Mr. Raguindin spoke about the role of communities in supporting individuals with autism. He shared stories from real classrooms, discussed the importance of early intervention, and presented research-based strategies that teachers and families could immediately apply.

Some of the most memorable strategies included:

Establishing structured routines and using visual supports to reduce anxiety and increase independence

Creating multi-sensory environments to better accommodate different learning styles

Encouraging peer sensitivity and understanding in school settings

Reinforcing progress through positive behavior supports

Building collaborative bridges between parents and educators

His message was clear: inclusion is not a one-time effort—it’s a mindset, a habit, and a commitment.

Deepening Autism Inclusion Support in Bulacan Through Empathy

In the second half, participants were encouraged to go deeper. The session focused on support systems—not just for children, but also for their families and networks.

He highlighted the value of creating safe learning spaces, training support networks, and designing policies that empower rather than isolate. More than tips and techniques, this part of the seminar was about courage—having the courage to see differently, teach differently, and believe in every child’s potential.

An interactive Q&A followed, allowing attendees to raise questions that touched on everything from classroom management to community stigma. The answers, drawn from both expertise and experience, helped make this space feel personal and real.

Community Advocacy for Autism Inclusion in Bulacan

Toward the end of the seminar, one of the most powerful moments came from Autism PH’s co-founder, Ms. Kristyn Chua-Dela Cruz. As an Ausome Mom and a certified ABA technician, she spoke from the heart about her journey as a parent and advocate.

Her words carried weight:
“You don’t need to have a child with autism to care. Just being here today means you’re part of the village that helps us carry this beautifully complex journey. We are to let you know that you are not alone.”

It was a powerful reminder that inclusion is everyone’s responsibility—and that change begins when we choose to show up.

A Parent’s Friendly Guide to What Comes Next

So, you’ve just completed a free developmental screening for your toddler—first of all, good job, Mama or Papa! Taking that step shows that you care deeply about your child’s growth. Whether everything seems okay or a few concerns were raised, the most important thing is that you’re paying attention early. This is the heart of early detection—and it can make a lifetime of difference.

Let’s walk through what happens next, what it all means, and how we can support your child together.

Understanding Developmental Milestones

You’ve probably heard the term “developmental milestones.” These are the basic skills or abilities that most children can do by a certain age. For example, walking is typically a milestone around 12–15 months, and saying single words is expected around 12–18 months. Milestones cover several areas:

Physical movement (e.g., crawling, walking)

Language and communication

Social interaction

Thinking and problem-solving skills

Every child develops at their own pace, but milestones help parents and professionals identify if a child might need extra support.

📌 Check the CDC Developmental Milestones Checklist here:

Why Was My Child Recommended for One-on-One Sessions?

If your screening results suggest a 1-on-1 class, don’t panic—it doesn’t mean your child can’t thrive. It just means they may benefit from more focused support before joining a group class.

This could be due to:

Delays in speech or communication

Difficulty following instructions

Sensory sensitivities or regulation issues

Trouble sitting, focusing, or transitioning between tasks

A formal diagnosis (like autism) or observed behavioral red flags

One-on-one early intervention creates a structured, low-distraction environment tailored to your child’s needs so they can build the foundation for future group learning.

Group Class vs. One-on-One: What’s the Difference?

Group Class

For children who show readiness for peer-based learning.

Emphasizes socialization and school routines.

Follows a structured curriculum.

May include typical peers.

One-on-One Class (Early Intervention)

For children needing more individual support.

Focuses on communication, behavior, and skills.

Individualized goals and teaching approach.

Led by trained interventionists or therapists.

Not all children are ready for group class at the same time—and that’s okay.

What Are Prerequisite Skills for Group Class?

Before a child can confidently join a group, they should ideally:

Sit and attend for 10–15 minutes

Follow 1–2 step directions

Use basic communication (words, gestures, or visuals)

Show minimal aggressive or disruptive behavior

Transition between activities with support

If these aren’t yet present, that’s where one-on-one classes and behavioral intervention can help.

What Is ABA and Why Do We Use It?

Applied Behavior Analysis (ABA) is a research-backed method that helps children develop essential skills and reduce behaviors that get in the way of learning. It uses reinforcement, repetition, and data to track progress.

At ESL, our Little Champs Program is ABA-informed and child-friendly. It includes:

FBA (Functional Behavior Assessment)

Individualized goals (IEP/IP)

Progress tracking

Parent collaboration

ABA is often recommended for children with autism or significant delays, but it can benefit any child who needs help with behavior, communication, or independence.

Other Helpful Interventions

Depending on your child’s needs, they may also benefit from:

Occupational Therapy (OT): Focuses on motor skills, sensory needs, and regulation

Speech-Language Therapy (SLP): Helps with understanding, speaking, and social language

Play Therapy / Child Psychology: Builds emotional resilience and social development

SPED (Special Education) Teachers: Offer academic and behavioral support for learners with exceptional needs

You can download the Philippine Academy of Occupational Therapists (PAOT) 2022 Clinic Directory directly from this link: https://tinyurl.com/PAOTdirectory2022

Who Are the Professionals Involved?

Early intervention often involves a multidisciplinary team, such as:

Developmental Pediatrician – diagnoses and tracks developmental disorders

Speech Therapist

Occupational Therapist

Child Psychologist / Neuropsychologist

Behavioral Interventionist

SPED Teacher / Consultant

Where Can I Get Support?

You don’t have to do this alone. Consider these steps:

Join parent support groups (online or in person)

Ask your child’s center or teacher for referrals

Attend parent orientations and workshops

Start tracking milestones at home

Ask questions—no one expects you to know it all at once

ESL Learning Center offers a range of services to help you get started:

Free screening and parent consultation

1-on-1 ABA-based classes (Little Champs)

Group classes (Brainy Babies, Smart Kids Jr/Sr)

Parent progress meetings and updates
Visit www.esl.ph or contact your branch coordinator.

What to Look for in Any Service Provider

Choosing a service provider for your child is a big decision. Here are the key things to check:

✅ Proper Credentials & Experience
    — Look for licensed professionals: OTs (Occupational Therapists), Speech Pathologists, Developmental Pediatricians, or SPED/Behavioral Specialists with relevant training.

✅ Evidence-Based Methods
    — Ask if they use proven approaches like ABA, DIR-Floortime, or Montessori for early learning.

✅ Regular Progress Tracking & Reports
    — There should be data collection, goal-setting, and consistent updates shared with you.

✅ Strong Parent Communication
    — A good provider welcomes questions, listens to concerns, and keeps you involved.

✅ Clear Goals & Individualized Plans
    — Programs should be customized to your child’s needs, not one-size-fits-all.

✅ Safe, Structured, and Child-Friendly Environment
    — The space should feel warm, engaging, and developmentally appropriate.

✅ Realistic Guidance—Not Promises
    — Be cautious of overpromising results. Progress takes time and patience.

🎯 If something feels off or unclear, don’t be afraid to ask. A trustworthy provider will be happy to explain their approach and walk with you, not push you.

This journey might feel overwhelming, but you are not alone—and you’re already doing something powerful. Early intervention doesn’t mean your child is “behind”; it means you’re helping them get ahead. Trust your instincts, stay informed, and take things one step at a time. Every child blooms in their own season—and with love, structure, and support, yours will too. You got this.
