In a time when reading proficiency among Filipino students is at a critical low, meaningful partnerships between private organizations and the public education sector have never been more essential. This year, one such collaboration proved to be not only impactful but life-changing for many young learners.

ESL Philippines, through its advocacy arm Grateful Goodwill, partnered with the Department of Education SPED Center – Baliwag to launch the ProRead Campaign at Baliwag North Central School, a public elementary school in Bulacan. Through this joint effort, ten students from Grades 1 to 6 were granted full scholarships to undergo ESL’s intensive, specialist-led ProRead Program—a progressive reading intervention designed to help struggling readers thrive.

The Literacy Crisis: A Wake-Up Call for the Nation

According to the 2022 World Bank Philippines Learning Poverty Brief, more than 9 in 10 Filipino children aged 10 struggle to read and understand age-appropriate texts. The Philippines ranked among the lowest in global reading proficiency assessments such as PISA (Programme for International Student Assessment), with 81% of Filipino 15-year-olds unable to identify the main idea of a text.

Even more alarming is the lack of early detection for learning difficulties, such as dyslexia, which is believed to affect at least 10–15% of school-age children globally, with many cases in the Philippines going undiagnosed. Dyslexia is not a sign of low intelligence—children with dyslexia are often bright and creative—but without early intervention, they fall further behind each year, often labeled as lazy or inattentive, when in truth, they simply learn differently.

“In the Philippines, there is a significant gap in both awareness and resources for children with reading difficulties. Many schools, especially public ones, lack trained personnel and diagnostic tools to provide the support these students need,” shares an ESL reading specialist.

This is where ProRead becomes a game-changer.

The Power of ProRead: A Program That Delivers

ProRead is ESL Philippines’ flagship progressive reading program, carefully designed to address the needs of struggling readers, including those at risk for dyslexia and other learning difficulties. Built on seven key reading components, the program delivers structured, evidence-based instruction that supports every stage of a child’s reading development.

These components include:

1. Phonological Awareness – building early sound recognition skills.
2. Systematic Phonics Instruction – connecting letters and sounds to decode words.
3. Explicit Instruction – direct, guided teaching with modeling and practice.
4. Multisensory Instruction – using visual, auditory, and kinesthetic methods.
5. Fluency Instruction – improving reading speed, accuracy, and expression.
6. Comprehension Instruction – developing understanding and meaning-making.
7. Vocabulary Instruction – expanding word knowledge for deeper comprehension.

What sets ProRead apart is its science-based, child-focused approach led by trained reading specialists. In just 10 sessions, students can make significant gains, with pre- and post-assessments used to track progress and inform instruction.

A Partnership Built on Impact

The success of this campaign was not solely due to the program’s design, but the shared vision and hands-on support from the DepEd SPED Center – Baliwag, which helped facilitate the selection of scholars and endorsed the integration of the ProRead Program within the school schedule.

“This partnership gave our students a fighting chance. It gave them hope,” shared one of the supervising teachers from the SPED Center.

The students selected showed significant progress by the end of the 10-day program. Many were able to decode unfamiliar words with greater ease and read full sentences independently. More importantly, the students began to show a renewed interest in reading and greater participation in class.

The partnership also allowed educators from the SPED Center to observe ESL’s teaching methodology, opening up possibilities for future capacity-building trainings and the long-term sustainability of reading support in the public sector.

Grateful Goodwill: Education That Goes Beyond the Classroom

This partnership falls under Grateful Goodwill, the official community service and advocacy arm of ESL Philippines. Through this project, ESL is committed to reaching learners from marginalized or under-resourced communities by extending free services, resources, and educational support.

What makes this initiative even more sustainable is ESL’s “Enroll One, Help One” model—a percentage of every ProRead enrollment goes toward funding future ProRead scholars from public schools.

“Every child deserves the opportunity to read and succeed. We believe the private sector has a duty to step up and support our public schools. It’s not charity—it’s nation-building,” emphasized ESL’s Executive Director.

San Rafael, Bulacan became a beacon of hope by hosting “A Seminar on Practical Strategies for Inclusion and Autism Support.” This milestone event marked a strong push for Autism Inclusion Support Bulacan, aligning with this year’s World Autism Awareness theme: “San Rafael Bulacan: Inklusibo!”

Purpose-Driven Support for Autism Inclusion in Bulacan

The event began with an atmosphere of reflection and faith. Led by Victory Church San Rafael, a moment of prayer and worship invited participants to center themselves in compassion and collective intention. Pastor Moss Manalaysay delivered a heartfelt message, reminding everyone that inclusion starts within an individual’s perspective, acceptance and a God-given purpose—it’s an act of love. Following this, Ms. Paola Eunice V. Camacho, Directress of ESL Philippines, welcomed the participants with a moving message about why gatherings like this matter. She emphasized that every voice in the room—whether a teacher, parent, or advocate—holds power in building a more inclusive tomorrow.

Expert Insight on Autism Inclusion Support Bulacan

The seminar featured an expert whose work and heart speak volumes: Mr. Raymond E. Raguindin, a seasoned Special Education teacher, certified Autism Exercise Specialist, and founder of Big Steps School for Special Education. With almost three decades of experience in inclusive education, his message was as informed as it was inspiring.

Mr. Raguindin led a transformative session that began with awareness and moved toward lasting change. He emphasized inclusion using strength-based and child-centered approaches that focused on each child’s unique abilities.

During the first session, Mr. Raguindin spoke about the role of communities in supporting individuals with autism. He shared stories from real classrooms, discussed the importance of early intervention, and presented research-based strategies that teachers and families could immediately apply.

The seminar featured thought-provoking talks and interactive workshops from esteemed speakers. Dr. Pauline Marie F. Camposano-Marquez shared valuable insights into early detection and intervention for speech delays and learning disorders. Dr. Robina Hao-Dy provided a comprehensive approach to navigating ASD and ADHD, while Ms. Louisse Crisostomo-Galang emphasized the importance of building partnerships between families and educators to foster inclusive learning environments.

Every Christmas is a season of joy for many children—filled with lights, laughter, and family gatherings. Yet each year, we pause to remember the children who spend this season in hospital rooms, bravely facing challenges while the world celebrates beyond their walls.

At ESL Philippines, this awareness has grown into a tradition rooted in compassion and purpose.

Through Grateful Goodwill, ESL’s annual giving-back initiative, we dedicate every December to reaching out to young patients in our local hospitals, including Malolos Provincial Hospital, Baliwag District Hospital, and Philippine General Hospital. What began as a simple act of kindness has become a meaningful yearly mission—one that reminds us that Christmas is not only about celebration, but about presence, empathy, and shared humanity.

Throughout the year, a portion of every student’s tuition fee is intentionally set aside for Grateful Goodwill. These contributions help fund our hospital visits, allowing us to prepare gifts, care packages, and small tokens of joy for children spending the holidays away from home. Our students and families also take part by donating toys, clothes, and essentials—each item given with love, intention, and hope.

But this tradition does not stop with us.

As ESL Philippines continues to grow, we have chosen to pass this mission on to our franchisees—encouraging each center to serve their own local hospitals and communities. In doing so, Grateful Goodwill becomes more than an annual activity; it becomes a shared value embedded in our culture. Wherever ESL is present, compassion follows.

In 2023, this commitment took shape through “Bata, Nakakabasa Ka Na Ba?”, ESL Philippines’ community reading campaign under the ProRead Program, launched in partnership with Fernandez College of Arts and Technology (FCAT) in Baliwag, Bulacan.

ESL Philippines works closely with public, private, and semi-private schools, supporting learners who continue to struggle with reading despite years of classroom instruction. FCAT was chosen as a partner-beneficiary because it serves a diverse student population, including children who had reached upper elementary levels yet remained unable to read.

Through the campaign, ESL Philippines conducted free reading assessments for identified non-readers from Grades 2 to 6. These assessments revealed that many of the students showed clear signs of dyslexia and reading-related learning difficulties—conditions that often go unnoticed and are frequently misinterpreted as lack of effort or motivation.

Rather than allowing these children to fall further behind, ESL Philippines provided a free one-week structured reading intervention class. Using evidence-based strategies, students who had struggled for years began decoding words, understanding patterns, and—most importantly—experiencing success in reading for the first time.

Following the pilot intervention, ESL Philippines extended discounted continuation rates to FCAT, allowing the school and families to sustain the children’s progress through a longer-term reading program. This ensured that gains achieved during the free intervention would be strengthened and maintained.

The “Bata, Nakakabasa Ka Na Ba?” campaign reflects ESL Philippines’ broader mission: to help schools identify reading gaps early, address them with compassion and expertise, and restore a child’s belief in their own ability to learn. It is a reminder that no child should reach higher grade levels without the fundamental skill of reading.

The outreach was designed not merely as a gift-giving activity, but as a complete Christmas experience—one where children could feel joy, inclusion, and genuine care. More than 100 children were welcomed into a day filled with praise and worship, games, shared laughter, and surprises, transforming the gathering into a true Christmas celebration.

A highlight of the program was the magic show, which brought excitement and wonder to the children, allowing them to experience Christmas as it should be—playful, joyful, and full of light. For many, it was a rare opportunity to simply enjoy the season without worry.

This celebration was made possible through the collective generosity of the ESL community. ESL families, students, teachers, and partners donated toys and clothes, shared food, and prepared Noche Buena packs so families could continue celebrating together at home. Each contribution reflected a shared commitment to serve beyond the classroom.

What made the outreach truly impactful was the time spent together. ESL volunteers engaged with the children—playing, listening, and sharing moments that went beyond material gifts. These interactions reinforced a simple but powerful message: you are seen, you matter, and you are not forgotten.

This initiative reflects ESL Philippines’ belief that education and compassion go hand in hand. As the organization continues to grow, this outreach model is intentionally passed on to our branches and franchisees, encouraging each center to bless their own local communities and create meaningful, child-centered impact wherever they are planted.
